Mayor Carroll "Lew" Watson

The Mayor is the executive branch of the City and serves as the chief administrative officer who is responsible for the following:

City Council Members

Ward 1 — Sadie Britt

Ms. Britt, is a retired educator with thirty years as teacher in the Talladega County School System; listed in Who’s Who among America's Teachers [1994]. Ms. Britt has served on various civic and community organizations: Lincoln Public Library Board, Lincoln Medical Board, and Red Cross Board. CAA Board, Talladega County Education Foundation Board; member of Pine Grove Baptist Church-serves as Church Clerk; elected as Vice President of the Alabama League of Municipalities for 2014-15; served on various committees for the League. Served as Chair of the Legislative Committee. On May 18, 2015 Ms. Britt was elected by her municipal colleagues to serve as President of the Alabama League of Municipalities for 2015-2016. Ms. Britt is the fourth woman in the League's 80-year history to be elected as League President and is the first African American female to serve as League President.

Ward 2 — Billy Pearson

Mr. Pearson is married To Cee Pearson, he is the father of three Sons; Everett, Lavarrett and Chadrett, three Grandchildren, Braylon, Aniya and Blane. Mr. Pearson is retired from Anniston Army Depot( 33 Years). He is a member of the Saint Mary Missionary Baptist Church, serves as Chairman of Deacon Ministry, Church Treasurer and Church School Superintendent. Began tenure with City Of Lincoln, AL in 1986 Serving On The Board Of Adjustment, Since 1988 serves as City of Lincoln Councilmember, Ward #2 to present, serves on the Executive Committee for The (ALM) Alabama League Of Municipalities, serves on the Policy Committee Of The Energy Environment And Natural Resources (EENR) on s State Level and the EENR Steering Committee of the National League Of City, NLC, Serves on the Board Of Lincoln Food Pantry, Serves on the Board for (ROCK) Recreation Outreach Center For Kids, afterschool program.

Ward 3 — Jennie Jones

Jennie Massey Jones is married to Michael P. Jones; they moved their family to Lincoln in 2006. They have 5 children ranging in age from 28 years to 8 years old and 2 grand-daughters. Jennie was once employed at Southern Living Magazine but stepped out on her own in 1993 - opening Jennie Leigh Designs. She designs New Homes and Remodeling/Renovation Projects all over Alabama. She currently sits on the Planning & Zoning Commission, Food Pantry Board and is Senior Editor of The American Institute of Building Design magazine. She enjoys spending her free time with the family, sailing and piddling with her plants.

Ward 4 — Brandon Tate

Brandon Tate is originally from Cropwell, AL, and attended Pell City High School. He moved to Lincoln in 2017, shortly before opening his insurance agency. Since opening his office in 2018, Brandon has been widely involved in everything Lincoln. “After graduating from Jacksonville State University in 2016, I knew I wanted to be a small business owner. When I decided to open my office in Lincoln, I had no idea the impact that decision would have on the rest of my life. I couldn’t be more grateful to be a part of our wonderful city, and now I hope to maintain that same attitude as we grow and build a better Lincoln for every resident.” Brandon was elected in August 2020 to his first term on Lincoln City Council.

Ward 5 — Joey Callahan

Joey Callahan is a long time resident of Lincoln. He is a member of Eastaboga Baptist Church. Joey is married to Nicole and has one son, Jackson. Jackson attends Lincoln Elementary School. Nicole is a guidance counselor at Lincoln High School. Joey retired from Lincoln Fire Department in September 2015 after 25 years of service. Currently he operates a small construction business doing commercial and residential work.

Regular City Council meetings are scheduled at 9:00 am the second Tuesday of each month and the fourth Tuesday at 6:00 pm every month. Citizens and other interested parties are encouraged to attend. Citizens are permitted to address the council by requesting to be put on the agenda by contacting the City Clerk's Office by noon the Friday before the scheduled meeting. Business activities concerning the city are best handled with the city departments.

Boards and Committees

Planning and Zoning Board

The Planning and Zoning Board handles rezoning request and subdivision approvals. The Board relies on the expertise of the Regional Planning and Development Commission. The Planning and Zoning board meets monthly; excluding the month of December. Additional meetings will be held if there are agenda items to consider. Subdivision approvals typically take less than two months unless there are zoning changes to be made. Zoning changes typically take two months with 15 day advertising periods involved.

Zoning Board of Adjustment

The City Council of the City of Lincoln, Alabama, deems it necessary, for the purpose of promoting the health, safety, morals, and general welfare of the City, to enact said Ordinance. The City Council pursuant to the provisions of Title 11, Chapter 52, Code of Alabama, 1975, has appointed a Planning Commission to recommend the boundaries of the various original districts and appropriate regulations to be enforced. The Planning Commission has divided the City into districts and has prepared regulations pertaining to such districts in accordance with a comprehensive plan and design to lessen congestion in the streets; to secure safety from fire, panic, and other dangers; to promote health and general welfare; to provide adequate light and air; to prevent the overcrowding of land; to avoid undue concentration of population; to facilitate the adequate provision of transportation, water, sewage, schools, parks, and other public requirements. This commission is a recommending body to the city council on all rezoning and conditional use requests. It is the sole authority on subdivision regulations and subdivision requests.

The Community Planning and Zoning Commission meets on the 3rd Tuesday at 4:30 pm at City Hall.
